Only the first portion of the game needs to be installed, before it is playable. So the game needs to fully be installed before you can play. I assume you are playing on PS4 since Xbox One shows you this process, but PS4 it is hidden in the background.

Unfortunately, adding new content to console versions of a game requires the distributors (e.g. Sony) to test, certify and approve release said content.
